Hitotsubashi University and Japan International Cooperation Agency (JICA) are conducting an impact evaluation of a JICA's technical cooperation project, “Project for Strengthening Capacity of Community Health Insurance System and Free Health Care Initiatives,” which promotes Universal Health Coverage (UHC) in the Republic of Senegal, in cooperation with the Ministry of Health and Social Action (MSAS), the Universal Health Coverage Agency (ACMU) and the National Agency for Statistics and Demography (ANSD).
Upon implementation of the Household Survey, Dr. Ryota Nakamura (HIAS Health) and Dr. Yukichi Mano visited Dakar, Senegal, from November 19 to 30, 2018. Collaborating with ACMU, JICA, the World Bank, and the University of Dakar, Dr. Nakamura and Dr. Mano tested and finalized the survey questionnaire, and trained enumerators for the implementation of the survey in January 2019.
The household survey takes place in three target regions (Thiés, Diourbel and Tambacounda) of JICA's technical cooperation project. This survey, together with the survey of the country's mutual health organizations, Mutuelle de Santé (MS), which was conducted from November through December 2017, forms a baseline for the impact evaluation of the project. While the MS survey provides data to grasp the governance and management capability of each MS, the household survey will allow us to assess the amount of health expenditure and the state of people's health in the areas each MS covers.
In 2020, surveys of MS and households in the same regions are planned as an end line survey.
