ISPOR (International Society for Pharmacoeconomics and Outcomes Research) held “ISPOR Asia Pacific 2018 Conference” from 8 to 11 September, 2018, in Tokyo with the theme “Moving into Action: Informing Policy and Strengthening Healthcare Systems in Asia Pacific.”
 
During the conference, on September 10, 2018, Dr. Ryota Nakamura, HIAS Health Researcher (Associate Professor, Hitotsubashi Institute for Advanced Study) chaired an Issue Panel session "What Evidence Should Be Used to Quantify Cost-Effectiveness Thresholds for Decision-Making in the Asia Pacific Region?"
 
Three researchers participated in the session as panelists: Professor Mark Sculpher (University of York, UK), Dr Yot Teerawattananon (Health Intervention and Technology Assessment Program, Thailand; and National University of Singapore, Singapore), and Professor Jonathan Karnon (University of Adelaide, Australia).
 
Dr. Nakamura moderated the session and outlined the role of cost-effectiveness thresholds, with a particular focus on policy developments in Japan. Professor Sculpher argued the centrality of the ‘supply-side’ concept of cost-effectiveness threshold in health resources allocation. Dr. Teerawattananon discussed the political economy in setting and adjusting a cost effectiveness threshold, and the policy application in Thailand and other countries in the Asia Pacific. Finally, Professor Karnon explained the Australian threshold and discuss the implications of making a threshold explicit/implicit in the decision making process.
