HIAS Health, in cooperation with the Japan International Cooperation Agency (JICA), is conducting a project to evaluate the impact of Japan’s assistance on promoting Universal Health Coverage (UHC) in Senegal. Dr. Ryota Nakamura, Associate Professor of Hitotsubashi Institute for Advanced Study, Hitotsubashi University, and a researcher of HIAS Health, and Dr. Yukichi Mano, Assistant Professor of the Graduate School of Economics, Hitotsubashi University, carried out preliminary survey on site.
The major goal of this research is to provide a quantitative evaluation of the effect of a technical cooperation project on achieving UHC. From now on, further survey are planned to understand the status of the operational capacity of the country’s mutual health organization, Mutuelle de Santé (MS), targeting all MSs in three regions in Senegal from November through December 2017.
During the preliminary survey, HIAS members visited government offices in Senegal seeing the people in charge of the Human Development Department, JICA, and the JICA Senegal Office (Bureau de la JICA au Senegal), for coordination and to exchange opinions on the main investigation. The members also visited MSs in regions outside the scope of the survey to survey, through hearings, health insurance operations and the status of MS operations.
