Hitotsubashi University and Japan International Cooperation Agency (JICA) are conducting an impact evaluation of a JICA's technical cooperation project, “Project for Strengthening Capacity of Community Health Insurance System and Free Health Care Initiatives,” which assists Universal Health Coverage (UHC) in the Republic of Senegal in cooperation with the Ministry of Health and Social Action (MSAS), the Universal Health Coverage Agency (ACMU) and the National Agency for Statistics and Demography (ANSD).
From November 2017 through January 2018, survey on Senegal’s mutual health organization, Mutuelle de Santé (MS), to understand the current status of its operation and management. These survey were conducted targeting all MSs in three regions, which are the scope of technical cooperation by JICA: Thiés, Diourbel, and Tambacounda.
From November 25 to December 12, 2017, Dr. Ryota Nakamura, Associate Professor of Hitotsubashi Institute for Advanced Study, Hitotsubashi University, and a researcher of HIAS Health, and Dr. Yukichi Mano, Assistant Professor of Graduate School of Economics, Hitotsubashi University, visited the sites to train local investigators and to collect data in cooperation with ACMU and JICA.

After the technical cooperation project, data collection on MSs will be conducted again in 2020, then the impact evaluation of the project will be provided by analyzing the data with the results of the household economies investigation planned in 2018 and 2020.
